GADSALIGAN Awards – a celebration of commitment, collaboration, and trust in the pursuit of gender equality, women empowerment, and inclusive governance within the Bangsamoro Autonomous Region in Muslim Mindanao.

GADSALIGAN Award stands for “Gender and Development Special Awards for Leveraging Initiatives of Government Agencies towards Nation-building”. Derived from the Maguindanaon word “Gasaligan,” meaning “Trust in you” or “ Amanah, GADSALIGAN reflects the essence of trust and collaboration in effective governance and gender and development initiatives. This initiative unites the thirty-three BARMM ministries, offices, and agencies in a common goal – to promote gender equality, women empowerment, and inclusive governance through sustainable development encompassing factors like women’s participation in decision-making, equal access to education, healthcare, equal opportunities, and access to justice.

The GADSALIGAN Awards – a testament to the commitment of the Bangsamoro government to its people towards equity, equality, and empowerment. May it inspire positive change and foster a society where every voice is heard.

GADSALIGAN AWARD 2023

Our journey began in 2019 when the Bangsamoro Women Commission took a proactive stance, advocating for the judicious utilization of Gender and Development (GAD) Budgets in BARMM.

This advocacy reached a significant milestone last March 23, 2023, as BWC conducted its first GAD Budget Forum aimed to strengthen gender mainstreaming in BARMM, orienting participants on the GAD Plan and Budget and GAD Accomplishment Report guidelines. Not only did it ensure the endorsement of the GPBs but also identified gender concerns in the region, fostering collaboration among the Bangsamoro Women Commission, the Ministry of Finance and Budget and Management, the Commission on Audit, and the Bangsamoro Planning and Development Authority. This collaboration notably increased the submission rate of the 2022 Gender and Development Accomplishment Reports and 2024 GPBs. Building on this momentum, last June 26-27, 2023, Ministries, Offices and Agencies of the BARMM convened in Cotabato City for the Mid-Year Assessment of Fiscal Year 2023 GAD Accomplishment Reports.

The primary objective was clear – identify gaps and challenges in the implementation of GAD Plans and Budgets, assess the Gender and Development Focal Points System, and chart a catch-up plan for the second half of 2023. Ministries, Agencies, and Offices had their 2022 GAD Accomplishment Reports assessed and were capacitated to create GAD Plans and Budgets for Fiscal Year 2024.

For this year, the Bangsamoro Women Commission also recognized the top 10 Ministries, Agencies, and Offices with the highest proportion of GAD utilization for Fiscal Year 2022.
