The GAD Budget Forum, held on February 29, 2024, at Pagana Kutawato in Cotabato City, aimed to improve the capacity and understanding of BARMM Ministries, Offices, and Agencies (MOAs) in formulating and generating their Gender and Development Plan and Budget (GPB), as well as submitting the GAD Accomplishment Report.
During the forum, Attorney Nurfathma M. Lakim, BWC Attorney IV, presented the Joint Memorandum Circular jointly signed by Bangsamoro Women Commission (BWC), Ministry of Finance, Budget, and Management (MFBM), and Bangsamoro Planning and Development Authority (BPDA). Furthermore, Mr. Lyndon Enriquez, designated GAD Specialist III from BWC, led the discussion on what can and cannot be charged to GAD.
The forum also featured a thorough discussion with representatives from various BARMM MOAs on GAD Budget and Allocation, emphasizing the prioritization of gender equality and women’s empowerment initiatives within the budgeting process. It involved identifying critical areas where funding should be directed to address gender disparities and promote women’s rights.
Additionally, the forum provided a platform to assess the implementation of previous GAD budgets. This self-assessment allowed BARMM MOAs to evaluate the effectiveness of their organizations in achieving gender-related goals and outcomes.
Overall, the activity served as a collaborative space for dialogue and collective action toward advancing gender equality and women’s empowerment through efficient budgeting and resource allocation within the BARMM.
